Actually, we found out in the last HolQeD that <jatlh> and <ja'> are pretty
much the only verbs of speech. Okrand specifically said that <jatlh> and
<ja'> are verbs of speech, and that Klingon generally does NOT act like
English, where just about any verb can be a verb of speech in the right
context. He obviously left the door open for a few more verbs to be verbs of
speech, but not too many. <ra'> does not look like a good candidate.
