Just keep clear what verb the "never" applies to, though I guess
the main thing is the choice of the second verb. It would really
work as well to say:
not tlhIngan Hol lughojqang 'e' vIpIH.
When you use {tul} instead, putting {not} later in the sentence
sort of works, but not as well as with {pIH}.
