Well, the birthday isn't late, the sentiment is.  I'd go with {nargh 'eb}, as
Okrand discussed on the startrek.klingon newsgroup (reprinted in HolQeD
v7n2p16):

qaSuch vIneH 'ach narghpu' 'eb.  jIpaSqu'.

Following this, I'd recommend:

SoHvaD "Quchjaj qoSlIj" jIjatlh vIneH, 'ach narghpu' 'eb.  jIpaSqu'.

Or something along those lines.
