although i expect "hail" in this context means "i'm calling you on the
communicator", so qarI' would be a little redundant. like, "hi. i'm calling
you on the communicator. although i expect you've worked this out, since you
can hear my voice."

if we take "hail" in the same kind of sense as "hail, Caesar!", then it sounds
better.
