Both. According to the gloss in the KGT glossary, {Dab} means "reside in/at, dwell in/at". There is nothing at this point to indicate that the object must be a geographic name, though I'm sure it usually is. (Did Okrand use {Dab} in context in KGT? I can't find anything in my notes.)
Thus, {nuq DaDab} and {nuqDaq DaDab} can both mean "Where do you live?".
nuq DaDab? Where do you live? (i.e. where in general?)
veng vIDab. I live in a city.
vengHom vIDab. I live in a village.
Hatlh vIDab. I live (out) in the country.
ghopDap vIDab. I live on an asteroid.
nuqDaq DaDab? Where do you live? (i.e. where specifically?)
juHqo' vIDab. I live on the Homeworld.
Chicago vIDab. I live in Chicago.
mon vIDab. I live in the capital.
veng wa'DIch vIDab. I live in The First City.
This is nice if I'm right. English doesn't distinguish between the two types of expected answers, but Klingon may do.
