Klingons have always had their ridges. The smooth forhead Klingons you have
seen in the original tv series were a product of genetic engineering.   Part
of the reason for the genetic engineering to create a more human looking
Klingon was to keep the Earthers from knowing what the Klingon race really
looked like, for a covert tactical reason but the expirement failed.   Thus
the subject is not spoken of.
