Actually, the question could be better boiled down to: "Is {toDSaH} a noun?"
If it is, then you can add {-pu'} and use it in "to be" constructions. I
don't see what makes {toDSaH chaH} any more definitely correct than
{toDSaHpu'}.
What if {toDSaH} is NOT a noun?
