An apparent traitor.  Might be a traitor, might not be.  You can't quite tell.

}urlaw'wI'

One who apparently commits treason.  

The difference is subtle. You are not sure if the {'urwI'Hey} is the one who
commits treason, and you aren't quite sure if what the {'urlaw'wI'} did was
treason.  An {'urlaw'wI'} might also be read as one who is perceived to
commit treason.
