what does {paghdIch} mean?

In KGT p177 Marc Okrand says that {paghdIch} = "zeroth" means something like
"unexpectedly none", and gives an example about a missing guard. But in his
example with the painstik, {paghdIch} seems to mean more like a common English
meaning of "0th", in this case "present as expected and a necessary precursor
to the step which is commonly considered to be the 1st".
P.S. If we go a step further: How does Klingon express negative integers,
e.g. "The apparatus's temperature gauge reads -3." or "It is in position -4."?
