If I came across a sentence like:
{yuch Soppu''a' puq 'e' vISovbe'}
I would translate that to:
[I don't know whether the child ate chocolate]
In colloquial English, it is more common to use
[I don't know if the child ate chocolate]

and 
{yuch Soppu' puq 'e' vISovbe'}
as:
[I don't know that the child ate chocolate]
