"bIyeqneS'a'" is not "do you need to cooperate," it is "Will you cooperate,
your honor?"  It's here being used based on someone's (ter'eS'?) use of it
as a translation for "please" (yielding an example of why it doesn't
translate "please" too well).  I think there's word-order going again:
"please, speak terran".  Should have been "DIvI' Hol yIjatlh" (DIvI' Hol is
the usual idiom for English/Federation Standard, not tera'ngan Hol).
