It might actually work, if you're forgiving enough about what
constitutes a "time stamp".  If you accept {qoSlIj} as saying
when you are to be happy, it's exactly as grammatical as the
phrase {DaHjaj yIQuch}.

But I'm not very inclined to try to use it this way.  I'd go
with {qoSlIj yItIv} or {qoSlIj yISIQ}, or {qoSlIjmo' yIQuch}
if I *had* to use {Quch}.

I should start sending cards saying {qoSlIjDaq yIH tu'be'lu'jaj}.
"May your birthday be free of tribbles!"
