"System which works, functions."  Does that really mean what you want it to?  
Or does it just match what you think you want, without really meaning much.

For a full description, I'd say

De'wI' SeHmeH pat lo'lu'bogh

Which, not surprisingly, might be trimmed down to

De'wI' SeHmeH pat.
