On a verb, yes.  That's what the Type 9 verb suffix {-wI'} means.
But the Type 4 noun suffix {-wI'} means "my (noun capable of speech)".
{SuS'a'} is a noun; {SuS'a'wI'} can only mean "my great wind" and it
indicates that the wind can speak.

Your confusion seems to come from the explanation accompanying the word
{tIjwI'ghom} on page 20 of TKD.  It's saying that a verb with the verb
suffix {-wI'} on it becomes a noun and can be used in compounds, not
that {-wI'} "one who does" alone can be used that way.
