TKD section 4.3. Rovers:
    "Rovers are verb suffixes which...can come just about anywhere
    except following a Type 9 suffix."

The example on page 49 even shows that a rover can follow a rover:
{pIHoHvIpbe'qu'}, {pIHoHvIpqu'be'}.
