This does go back to the question of just what exactly {-be'} applies
to, however.  In my sentence, I wanted to negate the entire idea
"ICQ is useful for all computers", but it ended up meaning just as
easily "ICQ is useless for all computers" with only the verb negated.

Your (much longer) explanation of the situation is much more clear.
