This has been done many times before. You might benefit from a look through

It might be better as {vImughlI'}, since the goal involved is to translate all

Who says you need a noun, anyway? You might rename "Programs" to {yIlo'} "use
it." Better yet, {lo'}, a clipped command "use it!" or a noun "use." Or how
about {chu'} "activate"? {tagh} "initiate"? There are lots of other
possibilities.

Who's doing the deactivating? If you don't know, you need {-lu'}:
De'wI' chu'Ha'lu'

Again, there's no reason this *has* to be a noun; you might say {tlhIngan Hol
yIHaD} "Study Klingon!" You might say {tlhIngan Hol paQDI'norgh} "Klingon
Language teachings." And once more, there are lots of other options.
