Nor should we expect it to be. This is one of those few times when I'm 
not especially bothered by Paramount Hol. After all, we know that the 
emperor's dialect is the "official" speech at any given time.  Kahless 
is the first Emperor (it's not clear, at least to me, if he's actually 
Emperor yet at the time of the scene with Lukara), and lived hundreds of 
years before whatever Emperor gave us Maltz's dialect.  Even if it was 
the *same* language, I'd expect to see large differences just due to 
time.  Not to mention the kind of linguistic upheaval that Kahless's 
unifying of the Klingon people would have likely produced.

I'll save further details for my massive ten thousand page study of the 
historical influences on Klingon rovers.  ;)
