"Somebody [whom] I do not know" is a relative clause in Klingon.  {vay' 
vISovbe'bogh}.

vay' vISovbe'bogh jabbI'ID vIHevpu'.

{tlhob} is a verb of saying, and as such, does not use {'e'} (TKD 6.2.5).

I don't know . . . I don't really see {-pu'} on {tu'} here as very useful.
