Yes, it's accuser.

{-wI'} and {-bogh} are both Type 9 verb suffixes and cannot be combined.  
Besides, {pummoH} is "cause to accuse."  That's not the same as "be accused."

vay' pumlu'bogh
Someone whom one accuses.
Someone accused.
Accused.
