Case assignment is implied by the position of the noun in the sentence.
See section 6.1 of The Klingon Dictionary:  Objects precede the verb.
Subjects follow the verb.  Anything that is not a subject or object
comes before the object; type 5 noun suffixes usually mark the role of
that other noun in the sentence.

Nope.  Klingon sentence structure is always Object-Verb-Subject, except
for a few ritualized phrases used in toasts.  Question words simply take
the place of where the answer would be in the sentence (with the exception
of {'ar} which follows the noun, while its answer is a number and precedes
the noun).
