KLBC means that the questions/writing within is either directed
specifically to the Beginner's Grammarian (SuStel) or that he should
reply first because it is a beginner-level message. In other words,
SuStel gets to read and respond first, so that the sender doesn't
receive ten thousand replies that all say the same thing! The actual
term "KLBC" is an acronym for Klingon Language Beginner's C????, because
nobody really remembers what the C???? is!
