It's sent to every single person who subscribes with a LARGE header that
yells in screaming capitals not to throw it out. It is printed in every
outgoing letter from the list. If people can't read what comes to their
mailboxes (even if the header is stripped, the subscription message always
goes out) what makes you think they'll find out where the FAQ is and go
there on their own? I'm not sure we can make this any clearer.
