Um, no.
Think of it this way. Even if we permit qajatlh for "I speak to you"
(probably okay) and even if we permit -wI' on prefixed verbs (which I don't
like), -wI' means that the noun-phrase being constructed is the thing which
fills the subject place of the verb. So "HoHwI'" is a thing that does
killing, it's the subject of HoH. "qajatlh" has a subject of "I", so if
"?qajatlhwI'" can mean anything, it would have to be "I who speak to you."
The subject of the verb is being raised to be a noun, see?
