Use of 'e'

I've noticed that in conversation people use 'e' to follow up on 
sentences spoken by someone else, as in:

jatlh wovwI': DaH tlhIngan Hol parlaw' loDnalwI'
jatlh SuStel: 'e' vIHar.

Any comments on this usage?
