No Klingon "to be"

I have heard rumored that Okrand is fairly fluent in E-prime, the version 
of English that forbids the use of any form of "to be".  
 
If so this could explain why Klingon lacks a "to be" verb. 
 
Anyway, Lawrence, do you know if this E-prime rumor is true?
