"law'" is a verb, not a noun. I like the use of "paghna'", but maybe a
slight rephrasing might work...

That's not so hot, as it loses the "talk a lot but don't say anything"
feel, distinguishing between the verbs (well, using -law' and -bej actually
isn't a bad way to represent that). Or maybe...
jatlhtaH 'ej jatlhtaH tera'nganpu'... 'ach pIj potlh jatlhbe'
(I'd prefer using an adverbial for "rarely", but I don't think we have
that).
The last is actually pretty good, I think.
