The Prime Directive applies to Starfleet, but I suspect not to private
citizens. I think that missionaries would believe they have recourse to a
higher authority than Starfleet Command anyway.
A gung-ho missionary would probably love to martyr hiimself on the cross of
the Prime Directive.
(Of course, a missionary who wanted to present his views to Klingons may be
martyred in some other fashion.)
