Most Klingons, but not necessarily all. There will always be a small but not
ignorable rogue element. E.g. in the first Star Trek series, in `The trouble
with Tribbles' it turned out that Darvin was a Klingon who had been surgically
altered to look like an Earthman, thus acting a lie and likely also having a
false ID card also.
Also, if the ID card gets lost, some description of its owner may help quicker
to get it back to its owner.
