{DeyvID boljer} is an approximation, using the sounds of tlhIngan Hol,
of the pronunciation of the name "David Bolger". If it means anything,
it means "David Bolger", and only if you say it does.
Taking the individual syllables one at a time:
{Dey} has no known meaning
{vID} is a verb, "be belligerent"
{bol} is a verb, "drool"
{jer} has no known meaning
Because we have no rule of grammar for compounding verbs, there can be
no interpretation of these syllables in combination.
[If "Bolger" rhymes with "Folger" (the coffee), I think {boljur} sounds
closer than does {boljer}. The syllable {jur} also has no known meaning.]
