head noun of -bogh

Okay, here's one for the linguists:
How can you tell which is the head noun in a {-bogh} construct with both
object and subject? For example, does {qeylIS lIjlaHbe'bogh vay'} mean
"Kahless whom one cannot forget" ("Kahless the Unforgetable") or "one who
cannot forget Kahless"? If the former, then how does one say the latter?
I just can't seem to see what indicates the head noun. Is there some
nuance that I'm missing?
