Oh!  Something I remembered that might clear up at least the word order of
the above questions:

Klingons use the same word order for questions as they do for statements.
The answer to {nuqDaq 'oH puchpa''e'} might be {naDev 'oH puchpa''e'}.  The
english equivalents would be "The bathroom is where?" and "The bathroom is
here."

In English, the word order of questions is a bit different than the word
order of statements.  More typically, we say "Where is the bathroom" and
"The bathroom is here." so while occasional Klingon questions appeared to me
to exhibit the same word order as English, they did so for different reasons.

That still doesn't explain to me why {puqpu' 'oH qama'pu''e'} is "the
children are prisoners" rather than "the prisoners are children"  Or am I
incorrect here?
