In Star Trek:Klingon this is used to mean "party".

Let me guess... you got these from the novelization of ST:Klingon.
{chut} is "law", and {Quj} is "play (a game)", so my guess is this means
something like "play by the rules (of the law)". On the other hand, I
think what she really said was {chut QIj}, i.e. "He explained the law."
The authors changed {I}s to {u} or added extraneous {u}s in other places
too, for example {Quapla'} instead of {Qapla'}.

referring to it disparagingly, perhaps suggesting that "May you die
before you have to set foot in this shameful place."

As far as I can tell, this means "a bottle and three glasses". {ngaS}
means "to contain", so {ngaSwI'} would be a bottle.
