Interesting. A topic/focus way of looking at it, rather like Japanese
(watashi wa "mark" desu: As for me, it's Mark.) It doesn't quite fit too
well with Klingon's rather strict subject/object structure, but Okrand
isn't above mixing together aspects that normally don't go together.
It's all theory though, and I'd be careful about how much you trusted it.
After all, by what we currently know, "noun'e'" is not a sentence, but a
sentence fragment (hence your "sentence and a half" description) and from
its placement should either be the subject of the sentence or nothing
(since if it's not the subject or object it should go at the beginning).
It's worth thinking about, just be careful how much stock you put in it.

Hrm. An imperative and an interrogative on the same word don't make sense
to me.
