All this is really just another instance of the problem of relative
pronouns in Klingon.  That may not be precisely what embedded wh-questions
are, but (a) it doesn't seem that Klingon has the machinery to distinguish
between the two (and they ARE closely related), or to handle either well,
and (b) the two are sufficiently closely related that I doubt we can answer
one without answering the other.  It's all back to a known problem.

As to how to say "who do you think killed the officer?"  charghwI'-style
answer:

yaS HoHwI' yIngu'!  Yep, loses the raising.  :)
