Actually no.  I have discussed the subject of names with Marc Okrand himself.
  90% of the Klingon names Paramount makes up, for the Star Trek universe, do
not follow the orthography in The Klingon Dictionary.  Thus, he agrees that
names are fare game.  Basically, if they sound Klingon, it's a legal name.
