As far as I know, latex can be obtained at any costume and/or theatrical
supply shop.
As for techniques, I will be posting (in a few weeks) *one* method of
making prosthetic foreheads on alt.startrek.klingon and
alt.shared-reality.startrek.klingon. This is the method I like, and try
to use as often as possible.
If you're desperate, some model stores sell casting latex. This also works.
