Yes. That is one of several ways to indicate interogative.
Basically, to ask a question, you:
1. Make a normal statement and add the suffix {-'a'} to the main
verb.
2. Make a normal statement and follow it with the word
{qar'a'}.
3. Make a normal statement using one of the question words
(qatlh, nuq, nuqDaq, etc.) in place of a noun or adverbial.
Note that this means that every statement containing a question
word is actually a question. Also note that questions of type 1
show less indication of expectation of any particular answer
than type 2, which shows some level of expectation that the
answer will be "yes".
1. Duj Dalegh'a'? [The captain says this to the crewman who is
staring at the sensor display]
2. Duj Dalegh qar'a'? [The captain says this to the same
crewman after that captain walks over to the display and over
the crewman's shoulder clearly sees the ship on the display]
3. nuq Dalegh? [said to someone next to me using binoculars]
