All this discussion of nationalism ,etc. is interesting. However:
In the questions section of CK , Okrand gives as "Do you speak Federation
Standard?"
DIvI' Hol bIjatlh'a' (pardon any spelling errors)
The rest of the tape seems to me to strongly suggest that Federation
Standard is essentially synonymous with English
