You need to include {vI-} on {nuSQo'qu'}, the pronoun {jIH} is optional
and would normally be included only for emphasis.
{-Qo'} on a non-imperative verb denotes refusal, and the {-qu'}
emphasizes that suffix, so {HoS'elth vInuSQo'qu'} means "I REFUSE to
ridicule HoS'etlh." You probably meant {HoS'etlh vInuSbe'qu'} (I do NOT
ridicule HoS'etlh}.

Since {-meH} is a verb prefix, it's clear that you are using {ngong} as a
verb, so it needs the proper verb prefix to indicate the subject:
