I believe that "TeX" is supposed to be pronounced {teH}, so I vote for
#2 above. I don't know the origins of the "La" prefix, so I can't say
whether I think it should be pronounced {ley} or {la}. The "accidental"
coincidence of being spelled like "latex" shouldn't influence how it is
pronounced. "TeX" isn't pronounced "tex"!
