The movie isn't clear whether the explosion of Praxis polluted Praxis' or
the atmosphere of Qo'noS. The ST Encyclopedia says the explosion
caused severe environmental damage to Qo'noS.
I speculate that the Klingons' peace initiative with the Federation
allowed them to cut military spending and divert funds to restoring
the atmosphere of Qo'noS somewhat since people are apparently still living
there, although the planet may not have as large a population as before.
