What happens because of this language selection?

It's not clear. I believe it merely has the language data attached to its record, and buyers can filter results by language.

Will speakers of Tagalog buy your book because they think they'll be able to read it?

Unlikely, as the title and description are in Klingon.

I tell my word processor that I'm typing in Estonian, and it stops giving me angry red squiggles.

Kind of like I tell my iPhone I'm typing in Icelandic.

But this has no effect on anyone in the Estonian language community.

Heh.

Even if you do decide to pick a random language; I'd still process the
request for an "other" option, and then let us know where we can all
go and "up vote" it for you.

I think you'd probably have to members of Lulu, but I'll suggest it and see what people there say.
