It's not unimaginable that a noun+adjective construction should become a set phrase and treated as a noun. However, I doubt that's the case here; the phrase appears to be aimed at describing lemons to a Klingon who's never seen or tasted one.
tlhIngan 1: *lemon* nuq?
tlhIngan 2: tera' na'ran[Hey] wIb 'oH/rur.

Maybe Phil regards {na'ran wIb} as one word, and the plural might be
*na'ranwIbmey*. But it is clear that we have a noun with an adjectivally
used verb, so it's unquestionably {tera' na'ranmey wIb}.
