As used in canon:

romuluS HI' vImuS
I detest the Romulan dictator. KGT

A new derivation {HI''a'} - "tyrant" perhaps? - is used in the {paq'batlh}:

nItebHa' molor HI''a' SuvvIpghach puj je HarghmeH yeq chaH
United to do battle together! Against fear and against weakness! (BP 118-119)

Dictators and tyrants in Trek:

"The Klingons are a military dictatorship. War is their way of life." (Kirk, TOS "Errand of Mercy")

"Klingon mythology holds that over 1,500 years ago, Kahless the Unforgettable actually created the Klingon Empire by overthrowing the tyrant Molor. ... (despite Molor's unpopular rule...)" (KGT 8)

"The weapon [bat'leth] is deeply rooted in Klingon history beginning with Kahless's defeat of the tyrant Molor." (KCD)

"Doq bIQtIq bIQ (The river water is red).
The phrase can be traced back to an old drinking song that commemorates the slaying of the tyrant Molor by Kahless. On that day, according to the song, the River Skral ran red; that is, it was filled with the blood of Molor." (KGT 123)

"Khan Noonien Singh, a genetically engineered human who ruled much of the Earth tyrannically in the late twentieth century. He had escaped in a sleeper ship [the S.S. Botany Bay] and remained in suspended animation until awakened in the twenty-third century when he was rescued by the U.S.S. Enterprise NCC-1701." (TKW 133)

Lt. Korax described Kirk as "a tin-plated dictator with delusions of godhood." (TOS "The Trouble with Tribbles")

Related words:

{HI'tuy} dictatorship (also "tyranny" perhaps?)
