Depends on the context.  Note the difference the Type 5 suffix {-laH} 
(ability) makes:

   tlhIngan Hol vIjatlh
   I speak Klingon

   tlhIngan Hol vIjatlhbe'
   I don't speak Klingon

   tlhIngan Hol vIjatlhlaH
   I can speak Klingon

   tlhIngan Hol vIjatlhlaHbe'
   I can't speak Klingon

The first two are general statements of fact; the second two focus on one's 
theoretical ability to speak or knowledge of the language.
