Either way, but note the difference:

   ravDaq pumtaHvIS Hagh
   while falling (on)to the floor, he laughs

   ravDaq pum HaghtaHvIS
   he falls (on)to the floor, while laughing

BTW Klingons tend to put the subordinate clause first though it's not required:

   HaghtaHvIS ravDaq pum
   while laughing, he falls (on)to the floor

and if you want, you can even move the place stamp to modify the 
subordinate verb:

   ravDaq HaghtaHvIS pum
   while laughing on the floor, he falls

although this version doesn't make much sense.
