Klingon verified by Okrand at qep'a' chorghDIch, so the IPA transcriptions
he gives *are* actually canon: see the page

Yet, on CK, Okrand trills his {r}s irregularly, and never in the syllable
coda {-rgh}. {{:) But yes, ultimately Okrand's speech should be used as by
far the most accurate model, and definitely not any movie or Trek episode.
