{tI'} seems perfect for that.  In some cases, perhaps even "reboot" - e.g. 
when doing a "complete systems reboot" to clear a malicious virus (as we've 
seen Data and the crew of the Enterprise-D do on a couple of occasions in 
TNG).  When just turning your computer off and on, {chu'qa'} "re-activate" 
will do nicely.

Speaking of computers and other complicated technology, {rach} seems ideal 
for "upgrade" or "enhance".  But don't forget about {Dub} "improve".
