The {Hov leng: Qo'noS tamey} project would be entirely separate
from the KLI. In fact, at some point, I'll take further
discussion of it off-list.
As for Paramount's intellectual property rights, no one is
disputing their exclusive right to _sell_ Star Trek
related product. This would be a strictly non-profit
project. Given the existence of fan fiction for decades
now, it would appear that Paramount has come to realize
that trying to stifle fan production is counter-productive.
Fan fiction certainly hasn't hurt Star Trek book sales,
and I don't see why fan movies would be any different
(given the technical difficuties of movie-making, the
number of movies compared to written fiction is likely
to be very small, anyway).
I don't worry about someone "diluting" Star Trek with fan
visions of the Star Trek universe. Take a look at fanfic
sites; you can find some seriously weird stuff out there
(a description of sex between Janeway and Paris when they
had been turned into salamanders - please!). I think most
fans can distinguish between the authorized official version
of Trek and the more outre interpretations of it.
What always stopped me was my belief that it was impossible
for fans to produce a Star Trek movie. The sites we've
been talking about have shown me that is not true. I don't
have anything except a name so far, but I don't see any reason
(except time, money, resources and talent!) to dismiss the
idea anymore.
